Let the spectators talk

    I know at least in server 2 spectators can't talk, which is unhelpful to those who go spec to help people through maps. Also I sometimes lurk in spec and give warnings which can't be heard, but most of all, I go afk in spec. It's awkward rejoining back and trying to talk when no one else can hear you.... 3/3 server #2 tonight

    I think the idea is that this functionality should be working, it has something to do with the plugins that is disabling it.
