    I just tested in my server and sv_full_alltalk 1 definitely works for spectator talk. =)

    A quick search turned up a SourceMod cvar: sm_deadtalk - Controls how dead communicate. 0 - Off. 1 - Dead players ignore teams. 2 - Dead players...
