Its been added on 08.18. to the Hoc eu#2 server. Dont know about the others tho I can only speak for myself :)
It is still possible to prestrafe on HoC#2 usa and HoC#2 eu servers.
It happend to me too a few times. I think its due to some updates. Try to delete your map from your map directory and try to reconnect to the server.
